Who We Are

Carroll Muffett

Executive Director

Carroll Muffett is Executive Director of the Climate Law & Policy Project. Prior to joining CLPP, Carroll served for three years as the Deputy Campaigns Director at Greenpeace USA, where he played an instrumental role in the organization’s campaigns on global warming, forests and other issues. Among his accomplishments at Greenpeace was organizing the first ever mass civil disobedience on global warming in the U.S., helping negotiate landmark legislation to ban illegal timber trade, and serving as onboard campaigner during a 2006 expedition to the Bering Sea.

From 2000 to 2006, Carroll was international counsel and Senior Director for International Conservation at Defenders of Wildlife.  While at Defenders, he helped win international protections for great white sharks, wild birds, and high value timber species like mahogany. Together with NRDC, he won a precedent-setting decision requiring the US Navy to comply with NEPA for its sonar testing operations in the US EEZ.  Prior to joining Defenders, Carroll worked as an attorney in private practice and served as a legal fellow at the Center for International Environmental Law.

Carroll has authored numerous articles and textbook chapters on national and international environmental policy and is a recognized expert on international wildlife law. He is a graduate of the University of Minnesota Law School and Georgetown University’s School of Foreign Service.
